European Union (EU)

The European union is a political and economic union of twenty eight countries of Europe formed in 1993 following the Maastricht Treaty with the aim of ending the frequent and bloody wars between neighbours that resulted in the Second World War. The internal and external objectives of the Union are detailed in Article I-3 of the Constitutional Treaty, the general objectives of the union include establishing an area of freedom, security and justice without internal frontiers and an internal market where competition is free and undistorted.

Topic 1: Refugee Crisis

The 1951 Refugee Convention spells out that a refugee is someone who “owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality, and is unable to, or owing to such fear, is unwilling to avail himself of the protection of that country.” After a state of confusion across Europe in terms of economic volatility and political turmoil,we arrive at a new problem, The Refugee Crisis, at a time where EU struggled to cope with its own internal issues.

Given the range of problems the refugee crisis creates (monetary, humanitarian, post-conflict repatriation related, immigration related etc.) it is of significance to all members of the European Union.

 

Topic 2: Military Committee

Although the European Union often discussed about forming a military body, it consists of only bodies that work together, developed from armies of various members countries.

As of 2001 January, EU set up the European Union Military Committee (EUMC), that comprised of all the Chiefs of Defence of all the member nations.Its main function is to advise and recommend for from all military matters to the Political and Security council of the EU, working very closely with it.Keep in mind that this body at a time of crisis only has the power to pass directives to the director of the EUMC who will then send it ahead to the PSC. Another essential body that handles military actions outside is the European External Action Service (EEAS), which coordinate the external actions of the EU. 

However, the fact remains that despite the efficiencies of both these bodies, the EU is yet to form a uniformed military body through which intervention can be standardised. Given this disparity, it becomes a major concern for the international community and all delegates in this council.
